Section 232 of the Trade Expansion Act of 1962 authorizes the President to take measures against imports that a Department of Commerce investigation finds threaten the national security of the United States. If a Department of Commerce investigation finds a threat to national security, the President has 90 days after he receives the report to decide whether to concur in the department’s finding and, if so, to decide what measures are necessary to address imports. Section 232 limits the President’s authority only in that any measures taken must address imports.
